TSC Unveils New Salaries, Allowances, and Promotion Structure for JSS Teachers in 2025, Great news for Junior Secondary School (JSS) teachers as the Teachers Service Commission (TSC) has officially rolled out updated salaries, allowances, and promotion guidelines under the 2025 Career Progression Guidelines (CPG). This development marks a significant milestone in addressing teacher concerns over stalled career growth and unclear promotion pathways.
JSS Teachers to Benefit from Structured Career Growth
The newly published CPG framework now aligns JSS teachers’ career paths with those of secondary school educators. Teachers will start at lower job groups and progressively move up to the highest rank—Grade D5, subject to meeting service and performance criteria.
This policy shift comes after TSC received complaints from JSS teachers who were left out of the promotion interviews held in January and February, during which over 25,000 teachers were promoted.
Entry Grades and Promotion Pathways
TSC classifies JSS as an independent level despite being hosted in primary schools. The promotion guidelines apply only to teachers under permanent and pensionable terms, excluding interns. However, internship remains a mandatory requirement before confirmation into permanent employment.
Entry Points:
- Diploma holders: Enter at Grade C1
- Bachelor’s degree holders: Start at Grade C2
Automatic Promotions After 3 Years (with satisfactory performance):
- Diploma teachers: From C1 to C2
- Graduate teachers: From C2 to C3
After reaching C2 or C3, further promotion will require teachers to attend promotion interviews.
Administrative Positions in JSS
From Grade C4 onward, all positions are considered administrative and require competitive interviews. TSC recognizes three key administrative positions within JSS:
- Senior Master (starting at Grade C4)
- Deputy Principal
- Principal
Teachers must serve at least three years in their current grade to be eligible for promotion to the next.
