RE: EMPLOYMENT OF PERMANENT AND PENSIONABLE TEACHERS UNDER REPLACEMENT CASES

The Commission, through a competitive tendering process, awarded a contract to an external ICT firm to support the payroll data entry process. We commend the firm for successfully capturing records for:

  • 17,000 contract teachers
  • 15,000 new permanent and pensionable appointees
  • 18,000 replacement teachers

Effective Date for Posting of Second Quarter Pending Cases

The Teachers Service Commission (TSC), a constitutional body established under Article 257 of the Constitution of Kenya, is mandated to manage the recruitment and employment of teachers and secretariat staff.

To facilitate seamless integration into the Integrated Payroll and Personnel Database (IPPD), the following directives are issued:

  • Contract teachers under the second quarter shall be posted starting 28th April 2025.
    This will prevent confusion between contract and permanent employment terms, as both categories share a unified payroll system.
  • Teachers on permanent and pensionable terms (including replacements for retirees) shall receive posting letters from 29th May 2025.
    This allows the April 2025 payroll to be finalized before their onboarding. Posting letters should be issued at least one week before the National Budget reading.
  • All second-quarter postings must be completed by 18th June 2025.

Administrative Requirements

  • TSC County Directors, principals, and head teachers are directed to submit casualty returns promptly to the Commission.
    This is essential to ensure timely salary payments by the end of June 2025, as all services are processed online.
  • All teaching vacancies shall be distributed equitably across all 47 counties to address teacher shortages nationwide.
