KNEC Issues 2025 Briefing Notes to Guide National Exams and Assessments
The Kenya National Examinations Council (KNEC) has released its official briefing notes to guide the administration of the 2025 national examinations and school-based assessments. The document outlines the responsibilities of Teachers Service Commission (TSC) officials, deployment rules, supervision guidelines, and payment procedures.
Roles of TSC Sub-County Directors
Sub-county directors will play a central role in managing exam staff. Their duties include:
- Identifying, vetting, and deploying invigilators before exams start.
- Confirming that all invigilators and supervisors are registered and employed by TSC.
- Maintaining discipline among centre managers, supervisors, and invigilators.
- Monitoring the conduct of exams to ensure compliance with KNEC rules.
- Verifying all invigilation and supervision data before submitting it to KNEC.
Deployment Guidelines
To qualify for deployment, teachers must:
- Be registered and employed by TSC.
- Have a CP2 account.
- Avoid serving in the same school for the past three years.
- Declare interest in working at a centre.
Other key points:
- Centre managers must vet all deployed staff.
- Ratio: 1 supervisor for every 200 candidates, and 1 invigilator for every 20 candidates.
- KILEA and KPLEA learners should be invigilated by their own teachers.
- Blind candidates must be assisted by invigilators who can read braille.
Centres Hosting Both KJSEA and KPSEA
- Centres with 30–200 candidates across the two exams will be allocated one supervisor.
- Centres with more than 200 candidates will get an additional supervisor.
- This allocation will be managed through the CP2 system, which opens on 26th September 2025.
KCSE Supervision
For KCSE, supervisors will:
- Rotate weekly.
- Prepare a handover report, including a list of invigilators, observed issues, absentee candidates, and hardship cases.
Note: During KCSE oral and practical papers, only supervisors are required at exam centres.

- Some nominated teachers missing briefing meetings or rehearsal sessions.
- Over-recruitment of personnel.
- Failure to deploy teachers in the CP2 system.
- Teachers showing little commitment to exam duties.
- Cases of collusion between officers and centre managers to allocate invigilators of choice, often linked to exam malpractice.
- Poor rotation of supervisors.
Payment Requirements
For invigilators and supervisors to receive payment, they must:
- Ensure all field officers’ transfers are recorded.
- Complete attendance registers online.
- Download, sign, and authenticate attendance registers.
- Undergo verification through the CP2 system.
Challenges Affecting Payment
- Mismatched names.
- Lack of authenticated attendance registers.
- Incorrect phone numbers.
- Forgotten CP2 passwords.
