Key Highlights from Teachers’ State House Meeting with President Ruto
Over 10,000 teachers gathered at State House today, September 13, 2025, following an invitation by President William Ruto. The high-level meeting brought together representatives from all major teachers’ associations, including:
- KNUT – Kenya National Union of Teachers
- KUPPET – Kenya Union of Post Primary Education Teachers
- KEPSHA – Kenya Primary School Heads Association
- KESSHA – Kenya Secondary School Heads Association
- KUSNET – Kenya Union of Special Education Teachers
The event was filled with optimism and major announcements that directly impact the teaching profession in Kenya.
1. Teachers Recognized as Nation Builders
President Ruto praised teachers as the backbone of Kenya’s transformation, drawing comparisons with Singapore’s remarkable progress.
“Teachers are Kenya’s greatest resource and patriots. They shape the destiny of our children, and we remain indebted to them,” said Ruto.
2. 23,000 CBC Classrooms, Open University & TVET Funding
The President highlighted key investments in education, including:
- Construction of 23,000 CBC classrooms
- Establishment of the Open University of Kenya
- A new student-centred funding model for universities and TVETs
3. Teacher Recruitment Target: 100,000 by January 2026
Ruto announced that the government has already hired 76,000 teachers and plans to raise the number to 100,000 by January 2026, ensuring a better teacher-student ratio.
4. Education Budget Increased to KSh 702 Billion
The education budget has risen from KSh 540 billion to KSh 702 billion in just three years — the largest increase in Kenya’s history. Small schools with fewer learners will also receive minimum capitation support to remain functional.
5. Complete Elimination of Delocalization
The government has pledged to fully abolish teacher delocalization, ensuring teachers serve closer to their families.
6. Audit of Unemployed Teachers Aged 45+
Ruto directed TSC and the Ministry of Education to analyze the number of qualified but unposted teachers aged 45 years and above.
7. Teacher Promotions Doubled to 50,000 Annually
Promotions will now increase from 25,000 to 50,000 per year, with funding raised from KSh 1 billion to KSh 2 billion.
8. Establishment of CBE Centres in Every Sub-County
The government will set up Competency-Based Education (CBE) centres nationwide to support curriculum delivery.
9. 20% of Affordable Housing Units Reserved for Teachers
Through a signed MoU, 20% of all affordable housing units will be allocated to teachers under the government’s housing project.
10. Promotion of All Special Needs Education (SNE) Teachers
All SNE teachers will be promoted by one grade, a move aimed at boosting inclusivity in the profession.
11. Faster NSSF Benefits for Teachers
NSSF claims processing will be reduced to 10 working days, with a long-term goal of same-day settlement. Contributions will shift from a fixed KSh 200 to a 6% matching contribution system between employees and government.
12. Better Medical Cover for Teachers
The government will review the current medical scheme to ensure it meets the health needs of teachers and their families.
13. Recruitment of 3,000–4,000 TVET Teachers
By January, between 3,000 to 4,000 TVET teachers will be hired to address staffing shortages in technical institutions.
14. CBA Implementation Timeline Reduced to 2 Years
The Collective Bargaining Agreement (CBA) phases will now be shortened from four years to two years, allowing teachers to enjoy negotiated benefits sooner.
