TSC Kicks Off Promotion Interviews After Shortlisting 64,619 Teachers

The Teachers Service Commission (TSC) has officially launched promotion interviews for thousands of teachers across the country.

According to TSC, 64,619 teachers were shortlisted for the 21,313 promotion slots that were advertised earlier. The interviews cover teachers from job group C1 to D4, including Curriculum Support Officers (CSOs).

Interview Schedule

The promotion exercise will run in two phases:

  • Phase 1 (Primary Teachers): October 6–10, 2025
  • Phase 2 (Post-Primary & CSOs): October 13–24, 2025

The process has started with senior teachers applying for promotions to grades C4, C5, and D1.

Scoring System

TSC’s promotion scorecard gives more weight to age, years of service, and administrative experience.

  • Teachers aged 52–56 years score 25 marks.
  • Those aged 47–51 years score 20 marks.
  • Teachers below 41 years score only 10 marks.

Service in the current job group also matters:

  • 7 years or more: 30 marks
  • 6 years: 25 marks
  • 5 years: 20 marks
  • 4 years: 15 marks
  • 3 years: 10 marks

This means younger teachers face an uphill task, as the scorecard heavily favors older and more experienced candidates.

Vacancies and Government Commitment

The 21,313 slots will be filled under this exercise. However, the number could rise next year after President William Ruto pledged to double teacher promotions from 25,000 to 50,000 annually.

During a meeting with teachers at State House, President Ruto also promised to raise the promotion budget from Ksh 1 billion to Ksh 2 billion yearly.

Since his administration began, TSC has already promoted:

  • 14,034 teachers in December 2022
  • 36,275 teachers in September 2023
  • 25,633 teachers in 2024
  • 21,313 teachers in August 2025

This brings the total number of promoted teachers to 97,255.

Interview Guidelines

TSC issued a circular on September 11, 2025, outlining the guidelines. Key points include:

  • Primary school interviews are being conducted at the Sub-County level.
  • Post-primary interviews are happening at the County level.
  • CSO and principal interviews will take place at the Regional level.
  • Candidates received their interview invitations from September 16 to allow for at least 7 days’ notice.
  • Venues must be accessible to teachers with disabilities.

Panels are chaired by TSC officials, with clear roles for the chairperson, secretary, and directors. Results must be compiled daily and submitted electronically.

What’s Next

The roadmap shows that all interviews will conclude by October 24, 2025. Final results and placements are expected by early November, once the panels submit their reports.

TSC has emphasized professionalism, confidentiality, and fairness throughout the exercise.
