The administration of President William Ruto has provided an explanation for the new university finance mechanism that has sparked intense debate among Kenyans in recent days.
Beatrice Inyangala, the principal secretary for higher education, disclosed on Friday that the new funding model divides families into five income-related bands.
Simultaneously, the PS provided a breakdown of the scholarship and loan amounts that each band will receive.
Any student’s eligibility for a scholarship is determined by the amount they reported as their family’s income when applying.
A family in Band One, the most disadvantaged category, makes no more than Sh5,995.
In this case, the government scholarship will pay for seventy-five percent of the fees, the loan for twenty-five percent, for a total support of ninety-five percent. Under this category, the student will receive an upkeep loan from Helb worth Sh60,000 and the family will be responsible for paying five percent of the costs.
The government has placed families whose income is above Sh5,995 but not more than Sh23,670 in Band Two.
In this category, the loan will cover thirty percent and the government scholarship sixty percent.
Ten percent of the fees will be covered by the family. The student will be given an upkeep loan of Sh55,000 under this category.
The government has categorized families whose combined annual income is above Sh23,670 but does not beyond Sh70,000 into Band Three.
In this category, the loan will cover thirty percent and the government scholarship fifty percent.
Twenty percent of the costs that are expected to be paid will come from the family. A Sh50,000 upkeep loan will be given to students in this category.
The government has placed families making more than Sh70,000 but less than Sh120,000 in Band Four.
In this category, the loan will cover thirty percent and the government scholarship forty percent.
A third of the fees will be covered by the family.

Families in this group will be responsible for 30% of the fees.
While their family will be expected to pay 40% of the fees, they will receive 30% of the fees as a loan.
