TSC Salary and House Allowances for C3 Teachers: Senior Teachers, Lecturers, and SNE Educators

Teachers employed by the Teachers Service Commission (TSC) under Job Group C3 – T Scale 8 are set to enjoy improved salary structures and allowances as per the 2021–2025 Collective Bargaining Agreement (CBA). This group includes Senior Teachers, Lecturers, Secondary School Educators, and Special Needs Education (SNE) Teachers.

The TSC, in collaboration with key stakeholders such as KNUT, KUPPET, and KUSNET, implemented these changes to address longstanding concerns and recognize the expanding responsibilities of teachers in this cadre.

 Basic Salary for Job Group C3 Teachers (2025 Update)

Under the revised CBA, the monthly basic salary for C3 teachers ranges from Ksh 44,412 to Ksh 56,514, depending on experience, roles assigned, and duty stations.

TSC House Allowances by Cluster

TSC allocates house allowances based on job grade and location, classified into four clusters:

  • Cluster 1 (Nairobi): Ksh 28,000
  • Cluster 2 (Major towns like Mombasa, Kisumu, Nakuru): Ksh 22,000
  • Cluster 3 (Former municipalities): Ksh 16,500
  • Cluster 4 (Other rural areas): Ksh 13,000

These allowances help teachers manage their housing costs depending on where they are stationed.

Commuter and Leave Allowances

  • Commuter Allowance: All C3 teachers receive a monthly commuter allowance of Ksh 6,000.
  • Annual Leave Allowance: C3 teachers also receive an annual leave allowance of Ksh 6,000, paid once per year to support annual vacation costs.

With the CBA implementation, C3 teachers benefit from remunerative and reimbursable allowances. These include:

  • Administrative Allowance: For heads of departments or teachers in administrative roles.
  • Disability Guide Allowance: Ksh 20,000 monthly for teachers in special schools.
  • Reader’s Allowance: For teachers supporting visually impaired learners.
  • Risk Allowance: For teachers in high-risk duty stations like correctional facilities.
  • Hardship Allowance: C3 teachers in hardship areas earn Ksh 13,000 monthly.
  • Teacher Transfer Allowance: Paid to teachers relocated under TSC orders.

Who Qualifies for Job Group C3?

Teachers in C3 are typically those with a Bachelor’s Degree in Education or an equivalent qualification, alongside a minimum of three years of service in job group C2. C3 includes positions such as:

  • Senior Master III
  • Senior Lecturer III
  • Headteacher (Primary)
  • Deputy Headteacher I
  • Curriculum Support Officer II

Automatic promotion to C3 also occurs after three years of satisfactory service in C2, pending available vacancies and performance appraisals.

The 2021–2025 TSC CBA has significantly improved both salaries and allowances for teachers under Job Group C3. The changes not only enhance financial well-being but also acknowledge the professional input of educators in this category.
