TSC Releases New List of Mandatory Documents for P1 Teacher Upgrading Verification – Full Requirements Inside
The Teachers Service Commission (TSC) has released a new list of mandatory documents that P1 teachers must present for verification ahead of the November upgrading exercise.
Sub County Directors have already begun inviting teachers for the process, which is a key step before deployment to Junior Secondary Schools.
Mandatory Documents for Verification
Teachers must present the following documents during verification:
- KCSE certificates (include all attempts).
- TSC registration certificate.
- National ID card.
- Most recent payslip.
TSC emphasized that no teacher will proceed to training without these documents.
Teachers Eligible for the World Bank Upgrading
In its latest memo, TSC listed 38,849 P1 teachers as qualified for the World Bank upgrading programme.
Eligibility requirements include:
- KCSE mean grade of C+ and above.
- At least C+ in two teaching subjects.
However, many teachers who scored KCSE mean grade C (Plain) fear being excluded from the programme. This comes after the commission left them out of the shortlist despite earlier promises.
Purpose of the Training
The World Bank-sponsored training aims to prepare teachers for Grades 7, 8, and 9 under the Competency-Based Curriculum (CBC).
The training will equip teachers with new skills and ensure they meet the Career Progression Guidelines (CPG) before deployment.
Fresh Verification Ordered
In a memo dated 18th September 2025, TSC asked Regional and County Directors to:
- Countercheck teacher details against official TSC records.
- Confirm all eligible teachers are included.
- Add new data fields: KCSE index number and year of KCSE completion.
