SUBJECT: EMPLOYMENT OF PERMANENT AND PENSIONABLE TEACHERS UNDER REPLACEMENT CASES AND EFFECTIVE DATES FOR SECOND QUARTER POSTINGS
The Teachers Service Commission (TSC) is pleased to provide an update on the employment and posting process for teachers under permanent and pensionable terms as well as those appointed under replacement cases. This follows the successful engagement of an external Information and Communication Technology (ICT) firm contracted through a transparent tendering process to assist with the digitization and integration of teacher data into our payroll system.
The Commission commends the contracted ICT firm for its timely and efficient work in capturing data for a significant number of teachers. Specifically, the firm has successfully processed records for:
- 17,000 contract teachers,
- 15,000 newly appointed permanent and pensionable teachers, and
- 18,000 replacement teachers hired to fill positions vacated due to retirements, resignations, or other separations from service.
This is a major milestone in our ongoing efforts to streamline teacher management processes and improve payroll efficiency through the Integrated Personnel and Payroll Database (IPPD) system. The implementation of this process ensures accountability, transparency, and better service delivery to our teaching workforce.
Effective Dates for Posting of Second Quarter Pending Cases
As per our mandate under Article 237 of the Constitution of Kenya, the Commission is responsible for the recruitment, employment, and management of teachers in public schools. In line with this constitutional duty, I am issuing the following directives regarding the posting of second-quarter teachers:
- Contract Teachers Posting
All contract teachers under the second quarter shall be posted beginning 28th April 2025. This directive is aimed at enabling seamless processing within the IPPD payroll system, which consolidates both contract and permanent teachers on a unified platform. This approach helps avoid payroll inconsistencies and ensures teachers begin their duties promptly. - Permanent and Pensionable Appointees and Replacement Cases
Teachers who have been appointed on permanent and pensionable terms, including those replacing retirees and other exits from service, will start receiving official posting letters from 29th May 2025. This scheduling allows us to complete the rollout of the April 2025 payroll without overlap or technical issues, ensuring accurate entry of new appointments. The issuance of posting letters should be completed within one week prior to the National Budget reading, to allow these new teachers to report to their stations without administrative delays. - Deadline for Completion of Second Quarter Postings
Please note that all second quarter postings must be concluded no later than 18th June 2025. It is imperative that all field officers adhere to this deadline to ensure operational efficiency and prevent disruption to teaching services across the country.
Submission of Casualty Returns and Payroll Facilitation
To facilitate the timely payment of salaries for newly posted teachers, all TSC County Directors, school principals, and head teachers are hereby instructed to submit complete and accurate casualty returns to the Commission without delay. These returns are essential for activating payroll records for all newly deployed staff.
Given that the TSC has digitized most of its services, all submissions must be made through the designated online platforms to ensure quick processing. Delayed or incomplete submissions may affect salary disbursements, and responsible officers will be held accountable for any resulting inconveniences.
Equitable Distribution of Teaching Vacancies Across Counties
The Commission remains committed to equitable access to quality education for all learners across Kenya. As such, it is hereby directed that all teaching vacancies be distributed fairly across all 47 counties. This ensures that each county receives an appropriate number of new teachers based on existing staffing needs and student populations. The objective is to reduce regional disparities in teacher deployment and address staffing gaps in underserved areas.
This approach aligns with the Commission’s strategic objective to promote fairness and equal opportunity in teacher recruitment and deployment, in line with the national development agenda and Sustainable Development Goal 4 on inclusive and equitable quality education.
