TSC Issues Fresh Directive Impacting Newly Promoted Teachers – Full List of 19,943 Promotion Vacancies, Teachers Service Commission (TSC) has announced a new directive affecting a large number of teachers who were recently promoted following the January and February 2025 interviews.
According to the latest update, a total of 23,388 teachers were promoted, but not all have been deployed yet. While many have received their promotion and posting letters, others have only received appointment letters and are yet to be posted due to lack of vacancies in schools.
Posting Delay for Some Promoted Teachers
TSC has directed that promoted teachers who have no immediate vacancies in schools will have to wait until retirements begin at the end of June 2025 to create room for redeployment. A large retirement wave is expected starting 30th June, followed by another batch by 31st August 2025, especially among school heads and deputies.
Promotion Process Under Scrutiny
The promotions follow Parliament’s approval of KSh 1 billion, which could only cater for 5,690 of the 25,252 targeted promotions. Controversy surrounded the promotions, with 5,291 teachers being accused of receiving promotions despite not meeting the minimum 3-year experience requirement under the Career Progression Guidelines (CPG).
After review, 1,864 teachers were removed from the final list. TSC assured MPs that these slots were redistributed based on county applicant numbers.
Reforms Coming to TSC Promotion Process
TSC CEO Dr. Nancy Macharia announced the development of a new automated promotion system and standardized guidelines aimed at improving fairness, transparency, and accountability. The new approach will include:
- Digital applications and feedback via the teachers’ online portal
- A standardized interview scoring system
- Affirmative action for ASAL (Arid and Semi-Arid Lands) areas
- Automatic progression for common cadre teachers meeting the 3-year service requirement
Mandatory Chapter Six Compliance Documents
Promoted teachers must submit the following five clearance documents in line with Chapter Six of Kenya’s Constitution on Leadership and Integrity:
- Certificate of Good Conduct from DCI
- HELB Clearance Certificate
- KRA Tax Compliance Certificate
- EACC Clearance
- CRB Clearance Certificate
