TSC House Allowances 2025: Detailed Breakdown by Job Group and Location, Teachers Service Commission (TSC) in Kenya offers a housing allowance as part of teachers’ compensation to help meet accommodation expenses. Amount varies based on the teacher’s job group and geographical location.

With the implementation of the 2021–2025 Collective Bargaining Agreement (CBA), housing allowances have been reviewed and categorized based on the teacher’s workstation.

TSC Housing Allowance Clusters Explained

TSC classifies teachers’ housing allowances into four geographic clusters:

  • Cluster 1: Nairobi City
  • Cluster 2: Major urban centers like Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale
  • Cluster 3: Other former municipalities
  • Cluster 4: All remaining areas, mostly rural regions, accounting for about 87% of public school zones

 Updated Basic Salary Highlights (2025)

Alongside housing allowances, TSC has adjusted teachers’ basic pay as follows:

  • Grade B5 (entry-level primary teachers): Raised from Ksh 22,739 to Ksh 23,830
  • Grade C2 (senior primary teachers): Increased from Ksh 45,776 to Ksh 47,858
  • Grade C5 (headteachers): Raised from Ksh 78,667 to Ksh 79,651
  • Grade D5 (chief principals): Now earn Ksh 162,539, up from Ksh 159,534

 Important Notes

  • Teachers in Nairobi (Cluster 1) receive the highest housing allowances across all job groups.
  • Job Groups D1–D5 have uniform house allowances in major cities (Cluster 2) and rural areas (Cluster 3).
  • These allowances are non-taxable benefits and are provided monthly.
