A total of sh 17.6 billion has been given to the Teachers Service Commission (TSC) to convert 46,000 intern teachers into permanent and pensionable positions (PNP).
The TSC was also given sh 11.9 billion in the most recent amended budget, which was overseen by Kiharu MP Ndindi Nyoro. This money will be used for teachers’ medical coverage, and another sh 10 billion will be utilized to implement the second phase of the Collective Bargaining Agreement (CBA).

Budget cuts that would have severely hampered the Commission’s ability to operate have been avoided. A total of 46,000 instructors working as interns are employed by TSC.
In February 2023, 21,550 junior school intern teachers and 4,000 primary school intern teachers were hired. In April 2023, 450 intern instructors for secondary schools were hired. In September 2023, 18,000 junior and 2,000 elementary school intern instructors were hired.
TSC CEO Dr. Nancy Macharia first stated that the confirmation of the teachers had been delayed until January 2024 due to a lack of funding as a result of national treasury budget cuts during her appearance before the National Assembly Education Committee.

But now that the problem has been resolved, TSC plans to transition the teachers to PNP terms as early as August of this year.
Junior school intern teacher employment was identified as a critical topic in a report submitted on Tuesday by Budget and Appropriations Committee member Peter Masara.
“The people asked the National Assembly to ringfence the JSS allocation, which was suggested by the TSC. He stated, “The committee is committed to improving the current allocation for hiring JSS intern teachers in FY 2024/25 and notes the public’s concern.”

An additional Sh29.5 billion will be given to the Commission for the management of teacher resources.
Funds have already been made available by the government to confirm intern physicians on permanent positions.
The process of 742 junior school intern teachers who appeared before the TSC disciplinary panels has already been completed by the Commission.
All intern teachers who received letters of termination of employment but showed up for these panels will be allowed to return and will receive confirmation from PNP.

Additionally, TSC intends to hire 20,000 intern instructors by October of this year. Of these, 2,000 will be used for primary schools and 18,000 for junior institutions.
Prior to the start of grade 9 next year, TSC has also begun the process of assigning at least 26,000 currently employed P1 instructors to junior schools.
