TSC Faces Heat as Special Needs Officers Protest Unpaid Allowances and Harsh Conditions, The Teachers Service Commission (TSC) is under fire from Special Needs Education Officers (CSoSNEs) over unfair treatment and neglect.

Underpaid for Regional Training Sessions

CSoSNEs attend Trainer of Trainers (ToT) sessions outside their counties but still receive local training allowances.

They travel across counties and spend nights away but receive no extra compensation for the inconvenience.

“We attend regional sessions and still train at county level, yet allowances stay the same,” said Fiona Mwaluma, Nyanza-based officer.

Workload Doubles Without Extra Support

After regional training, officers handle cascading training at county level, increasing their duties without additional pay.

Despite managing training, assessments, and teacher support, they don’t receive transport or special allowances like other teachers.

Their responsibilities include:

  • Assessing learners
  • Coordinating teacher training
  • Engaging stakeholders
  • Offering technical guidance in special needs

April 2025 Complaints Remain Unanswered

In April 2025, officers from all 47 counties submitted complaints over inconsistent allowance payments.

They reported the issue to county TSC coordinators, but no action or clarification has been given since then.

Officers Urge Decentralisation of Trainings

The officers want TSC to conduct future trainings at county level to reduce travel and accommodation stress.

They argue the current system increases costs and fatigue without proper support.

Morale Drops Across the Country

Officers say the pay disparity has damaged morale and commitment in the field.

They urge the Acting CEO and TSC leadership to take urgent action.

“We are demotivated. These issues need urgent attention,” stated a CSoSNE officer.
