TSC Leadership

Chairperson: Dr. Jamleck Muturi John

Appointed on April 29, 2021, Dr. Muturi leads the TSC with a strong background in public administration and education leadership. Before joining TSC, he served as County Executive for Education in Embu County and has consistently promoted collaborative leadership and accountability in public service.

Vice Chairperson: Ms. Leila A. Ali

Ms. Ali, who joined the TSC on May 4, 2020, brings in-depth experience in finance and governance. Known for her disciplined management approach, she has played a key role in strengthening fiscal responsibility and strategic planning within the Commission.

Commissioners of the TSC

Mr. Mbage Ng’ang’a Njuguna

Mr. Njuguna joined the Commission on April 29, 2020. A seasoned legal expert, he has served in Kenya’s judiciary for over 25 years, including time as a High Court Judge. He is a Certified Public Secretary and holds degrees from prestigious institutions such as the University of London and the University of Reading (UK).

Commissioner Timon Oyucho

Commissioner Oyucho began as a Math and Physics teacher in 1987 before rising through the ranks to become a high school principal and later, a senior legal officer. He was appointed to the TSC in April 2021 after serving as the Director of Legal, Labour and Industrial Relations.

He holds multiple law degrees and diplomas from the University of Nairobi, with expertise in employment law and education policy.

Ms. Sharon Kisire

With more than 20 years of experience in human resource leadership, Ms. Kisire plays a key role in performance improvement and policy development within TSC. Her work ensures efficiency and accountability in teacher management systems.

Ms. Annetta Wafukho

Ms. Wafukho is an ICT and Business Studies educator who later served in Parliament as a budget and education policy advisor. She’s contributed to key reforms in TVET, teacher training, and performance-based education funding. Her background includes roles in curriculum development and strategic policy planning.

Dr. Nicodemus Ojuma Anyang

Dr. Anyang has over 25 years of teaching and education leadership experience. He holds a PhD in Educational Administration, a Master’s from Kenyatta University, and a Bachelor’s from Moi University. Dr. Anyang has also worked in county education boards and the TSC Secretariat, focusing on school leadership and teacher development.

Commissioners with Extensive Teaching Experience

Ms. Christine Kahindi

With over 35 years in education, Ms. Kahindi has served as a teacher, head teacher, and school principal. She once led the Kenya Secondary School Heads Association and won a national leadership award in 2019. Her academic qualifications include a Master’s in Educational Administration and a Diploma in Education.

Mr. Salesa Abudo

Mr. Abudo brings 36 years of experience as a teacher, tutor, and education administrator. He has served in the Ministry of Education, teacher colleges, and as a policy advisor on human resources and school governance. His extensive background gives him deep insights into teacher needs and national education goals.

The TSC Commissioners and Directors bring together a diverse mix of legal, educational, and policy expertise.
