Confirmation Comes After Successful Transition from Internship

The teachers, who had previously served under internship contracts, began their probation period in January 2025, immediately after their conversion to permanent terms. Their confirmation follows TSC regulations that require a six-month probation before full absorption into the PnP payroll.

The conversion was not without struggle. Thousands of Junior Secondary School (JSS) intern teachers held nationwide protests in 2024 to push the government to formalize their employment. Their persistence has now paid off, as they are among the largest group of interns ever confirmed into permanent employment by TSC.

Breakdown of Intern Teachers Converted

By December 2024, TSC had 46,000 intern teachers on its payroll. The breakdown included:

  • 21,550 JSS intern teachers (Recruited in February 2023)
  • 4,000 Primary school intern teachers (Recruited in February 2023)
  • 450 Secondary school interns (Recruited in April 2023)
  • 18,000 JSS intern teachers (Recruited in September 2023)
  • 2,000 Primary school intern teachers (Recruited in September 2023)

These teachers officially started working on permanent terms in January 2025, receiving appointment letters and salary upgrades.

New Salaries and Benefits for Confirmed Teachers

With their new employment status, these teachers are now eligible for a wide range of employment benefits, including:

  • Higher salaries
  • Medical insurance cover
  • Leave entitlements
  • Loan access and pension plans

Salary Update:

  • Primary school PnP teacher: Ksh 32,000 net monthly pay
  • Junior Secondary/Graduate teacher: Up to Ksh 49,000 net monthly pay

In comparison, intern teachers used to earn:

  • Primary interns: Ksh 13,000
  • Secondary/JSS interns: Ksh 17,000 (after deductions)

Recruitment and Score Sheet Advantage

TSC had advertised 46,000 PnP teaching positions in October 2024, including:

  • 6,000 posts for primary schools
  • 39,550 posts for junior schools
  • 450 posts for secondary schools

Over 314,000 applicants applied, but TSC prioritized serving interns. Interns received 50 marks in the recruitment score sheet — a significant advantage over non-interns, who scored a maximum of 45 marks. In fact, the lowest-scoring intern in JSS still had 62 marks, comfortably qualifying for absorption.

TSC maintains that future teacher recruitment to permanent terms will require internship experience.

What’s Next: January 2025 Interns to Be Confirmed by Year-End

In January 2025, TSC recruited another 20,000 JSS intern teachers to support CBC implementation. These teachers are expected to be confirmed to PnP terms by December 2025, pending vetting where only an ID card will be required.
