TSC Circular: Guidelines for Teacher and scoresheet for promotion 2025/2026

The Teachers Service Commission (TSC), established under Article 237(1) of the Kenyan Constitution, has issued guidelines to standardize and regulate the promotion of teachers for the 2025/2026 financial year. These guidelines ensure fairness, transparency, meritocracy, and inclusivity in line with constitutional values and relevant policies.

Key Points:

Scope & Validity:
The guidelines apply to all teachers employed by TSC and are valid until June 30, 2026.

Objectives:
Promote equity, fairness, merit recognition, and inclusivity—especially for persons with disabilities and marginalized groups—through a consistent and structured promotion process.
Guiding Principles:
Promotions will be based on fairness, merit, integrity, accountability, affirmative action, and professionalism.

Promotion Process:

  • Vacancies are identified based on budget, attrition, and existing gaps.
  • All vacancies will be publicly advertised on the TSC website and relevant media for 14 days.
  • Applications are submitted online only; manual submissions are not accepted.
  • Candidates must have served at least three years in their current grade and meet disciplinary requirements.
  • Shortlisting & Interviews:
  • Interview Panels:
    Panels include Chairpersons, Commission Secretary representatives, and Directors’ representatives overseeing different levels to ensure fairness and compliance.
  • Selection & Posting:
    • Selection is strictly merit-based and considers gender equity, inclusion of persons with disabilities, and regional diversity.
    • Successful candidates will be posted to schools with vacancies.
    • Offers lapse if not accepted within 30 days.Special Considerations:
      Affirmative action ensures at least 5% of promotions go to teachers with disabilities and limits promotion of one gender to two-thirds to uphold gender equity.
      Interview venues will be accessible, and interpreters allowed for applicants with hearing or speech disabilities.
  • Monitoring & Evaluation:
    The TSC Board will oversee the process with management providing tools, ensuring compliance, and submitting a report by January 27, 2026.
  • Fraud Warning:
    The promotion process is free of charge. Any form of canvassing leads to disqualification. Fraudulent activities should be reported to TSC or police.

The circular reinforces TSC’s commitment to a transparent, equitable promotion system that supports career progression in the teaching service. Applicants with disabilities are encouraged to apply.
