P1 Teachers to Benefit Greatly from TSC’s New Automatic Promotion Policy, The Teachers Service Commission (TSC) has rolled out a new automatic promotion policy that is set to benefit thousands of P1 primary school teachers across the country.

According to the Commission, teachers in Job Groups B5, C1, and C2 will now be automatically promoted to the next grade after serving a minimum of three years, provided their performance is satisfactory. This groundbreaking policy eliminates the need for teachers to attend promotion interviews or fill promotion forms.

“P1 certificate holders appointed at Grade B5 are eligible for automatic promotion to Grade C1 after serving for three years, subject to satisfactory performance,” said TSC.

Promotion Criteria for P1, Diploma & Degree Holders

TSC outlined the automatic promotion pathways as follows:

  • P1 Certificate Holders (B5): Eligible for promotion to C1 after 3 years.
  • Diploma Holders (C1): Eligible for promotion to C2 after 3 years.
  • Bachelor’s Degree Holders (C2): Eligible for promotion to C3 after 3 years.

This policy marks a significant step toward enhancing career progression and motivation among classroom teachers, especially those who have served diligently in the same grade for years without advancement.

Why TSC Introduced Automatic Promotions

While addressing the National Assembly’s Education Committee, TSC noted the need to:

  • Maximize the impact of teachers during their prime productive years.
  • Recognize and reward experience and consistent service.
  • Reduce bureaucratic delays and barriers associated with interview-based promotions.

TSC emphasized that all automatic promotions will still be subject to performance appraisal and adherence to professional conduct.

Equity in Teacher Recruitment and Promotion

In line with its commitment to fairness, TSC has reaffirmed its dedication to equity and inclusivity in teacher management:

  • Recruitment Policies: All teaching positions are advertised publicly through the TSC website and national print media.
  • Fair Distribution: Vacancies are distributed proportionally across the 47 counties to ensure regional balance.
  • Inclusivity: At least 5% of all advertised teaching jobs are reserved for Persons with Disabilities (PWDs).
  • Local Priority: Preference is given to candidates applying to teach in their home counties, enhancing teacher retention.

TSC’s Transparent Recruitment & Deployment Process

The teacher recruitment process begins with identification of vacancies, followed by advertisement, online application, document verification, and interviews conducted at the sub-county or school level.

To ensure merit-based recruitment, a standardized interview scoring guide is used across the country. This guarantees that all applicants are assessed fairly and uniformly, regardless of their location.

Special attention is also given to:

  • Hard-to-staff regions such as Arid and Semi-Arid Lands (ASALs).
  • STEM and Special Needs subjects, where shortages are more pronounced.
  • Marginalized and underrepresented groups, ensuring diversity in the teaching profession.

A Data-Driven Approach to Staffing

TSC has adopted a data-driven formula for recruitment and deployment. Factors considered include:

  • Subject shortages
  • Student population
  • School demographics
  • CBC upgrade needs

“Recruitment is tailored to address gaps in science, arts, technical and special needs education,” said TSC.
