Joy as TSC Issues Promotion Appointment Letters to Over 23,000 Teachers, Over 23,000 teachers across Kenya are celebrating a major career milestone after the Teachers Service Commission (TSC) began issuing promotion appointment letters following the January–February 2025 interviews.

This development brings long-awaited recognition for educators who applied for higher positions under the Career Progression Guidelines (CPG).

TSC Begins Distribution of Promotion Letters

The promotion letters have been dispatched to County and Sub-County Directors, who are tasked with printing and issuing them to successful teachers. Some counties have already started deploying promoted teachers to schools with existing vacancies—bringing relief to many classrooms in need of leadership.

Parliament Approves KSh 1 Billion to Fund Promotions

The National Assembly Education Committee, chaired by Tinderet MP Julius Melly, approved KSh 1 billion in funding, enabling 5,690 promotions out of the 25,252 initially targeted. Although the full number of desired promotions wasn’t achieved, the approval marked a step forward.

TSC Promotions Under Scrutiny

Despite progress, the TSC promotions have drawn criticism from Members of Parliament who raised concerns about:

  • Bias and discrimination
  • Favoritism toward junior teachers
  • Unequal distribution across counties
  • Violations of the 3-year minimum service rule

A status report on May 27 revealed that 1,864 teachers were removed from the original promotion list for not meeting the minimum requirement.

TSC Revises List and Promises Fairer Promotions

TSC CEO Dr. Nancy Macharia announced that the promotion list was revised, and leftover vacancies were redistributed fairly. She affirmed that a more transparent promotion framework is being developed to eliminate bias and human error.

New Digital Promotion System Launched

TSC is introducing a fully automated promotion system via its online teacher portal. The system will handle:

  • Online applications and shortlisting
  • Interview scheduling and real-time feedback
  • Digital issuance of appointment letters

A standardized interview scoring system will now consider:

  • Teacher performance appraisals
  • Leadership experience
  • Academic qualifications
  • Length of service
  • Age

This aims to ensure merit-based promotions across the country.

Affirmative Action for Marginalized Areas

To support teachers in ASAL (Arid and Semi-Arid Lands) regions, TSC has promised affirmative action, especially for those acting in administrative roles without matching titles or allowances. New policies will align responsibilities with ranks and ensure fair compensation.

Chapter 6 Clearance Mandatory for Promotions

Promoted teachers must submit the following five integrity documents before approval:

  1. Certificate of Good Conduct – DCI
  2. KRA Tax Compliance Certificate
  3. HELB Clearance
  4. EACC Clearance
  5. CRB Report

Failure to submit these will disqualify the promotion.

19,943 New Promotion Vacancies Advertised – Apply Now

TSC has also announced 19,943 new promotion opportunities across various grades. Key positions include:
